Has there been any discussion about out-of-state companies that perform aerial photography/remote sensing/LIDAR surveys in California?

Does BPELSG expect them to have a surveyor in responsible charge of this work?

A surveyor in my area asked me about an out-of-state firm that was doing a large LIDAR survey in his neighborhood, and that got me curious.
